Tired
of inside deals for special interests while citizens are ignored? Paul
Ortiz will use his experience and leadership skills to make government
accountable to citizens and taxpayers. Paul is
running his campaign the way he will serve in office: with integrity. Paul
adopted voluntary campaign finance
reforms, and pledged to adopt a code of ethics limiting campaign
contributions from people, businesses and corporations with applications
before the Board of Supervisors.
Quality
schools
Paul
Ortiz believes that investing in public education is investing in our
community and future. He knows
this first-hand; both of his children graduated from Brooke Point High School.
Paul
will support our schools by working to:
-
ensure
adequate funding to attract and retain quality teachers and support
personnel;
-
re-establish
a joint Board of Supervisors/School Board committee, with regularly
scheduled, public meetings;
-
improve
Stafford's share of state and federal education funds by working with
the School Board to develop a more effective attendance policy (fund
allocations to Stafford are based on the "average daily
membership," that is, how many children are in school on any
given day);
-
reduce
race based differences in student achievement; and
-
use
the one tool the Board has--funding--to encourage the School Board to
develop capital improvement and districting plans, community
use, adult education and other policies that are fair and responsive
to all Stafford County residents.
Right
growth
Paul
Ortiz is committed to a balanced approach to growth that promotes the
right mix of commercial and residential building, and makes developers pay
their fair share. Paul
believes that land use planning should be based on what is best for the
County, not on who will profit the most from development of their land.
With that in mind, Paul will support
-
growth
and development within the Urban Services Area (where public water and
sewer are available);
-
development
of dense, mixed-use projects that re-develop run down areas and
support economic development in the Boswell's Corner and Courthouse
areas;
-
appropriate
growth that protects the scenic, environmental and agricultural
resources in the rural areas of the County;
-
legislation
to impose fees on developers to recover the cost of new County
services; and
-
a
collaborative approach with all stakeholders, to ensure that new
projects provide fair rewards to the developers and meet the needs of
the community.
Fiscal
responsibility
As
a civilian manager at Quantico, Paul Ortiz understands how to make
the most of limited dollars and manage within a budget. During his career with the Marines, Paul
developed an assessment process to analyze the fiscal and programmatic
state of the Marine Corps, identifying significant cost savings and
developing fiscal priorities. He also enhanced reporting procedures,
improved acquisition timelines, and designed training, logistics and
testing criteria.
Paul’s management responsibilities
have included personnel administration, unit training, facilities maintenance,
equipment maintenance, recruiting, civilian relations, and budgeting. He
directed executive staffs in the areas of human resources, legal, budget
formulation and execution, public affairs, safety, operations, and
logistics. Paul will use his skills and more than thirty years of
experience to protect taxpayers.
Better
transportation
Paul
Ortiz commutes daily to Quantico Marine Corps Base. He knows first hand--even
from just this short trip--the impact that traffic has on the quality of life. Paul will prioritize the use of transportation dollars to
improve congestion along key transportation corridors in the County, and
to make spot safety improvements that will immediately make our rural
roads more safe. Paul's transportation decisions will be based on what
will benefit the citizens of the County--not developers looking to pave
the way to new developments.
Clean
water
As
a homeowner in Aquia Harbour, Paul saw first hand how development
at the Hills at Aquia construction site damaged our creeks and water
quality, so when a developer proposed an additional commercial project at
the site, he organized his neighbors to successfully oppose the rezoning.
If elected, Paul will initiate legislation to strengthen our storm water,
erosion and sediment, and reservoir protection laws.
Paul
notes, "Between
the mud from Hills of Aquia, and the tens of thousands of gallons of raw
sewage that have poured into it, the Aquia Creek I raised my kids to enjoy
is no longer there. We have to work together to better protect our
natural resources for future generations."
